The relevant amendments have been submitted to the State Duma. The amendments provide for the possibility of imposing a fine on citizens, officials and organizations in an amount lower than the minimum amounts established by regional laws on the administrative proceedings.
As of now, citizens, including officials and organizations may be imposed a fine lower than the minimum amount only for violations provided for by the Code of Administrative Offenses. However, since April 9, the position of the Constitutional Court of the Russian Federation has been applied, which allowed the minimum regional fines imposed on organizations to be reduced. In this regard, the legislator was obliged to adjust the Code of Administrative Offenses of the Russian Federation.
