PRESIDENT ZELENSKY LIBERALIZES IT BUSINESS IN UKRAINE

On September 3, 2020, President Volodymyr Zelensky signed Decree №371 / 2020 ‘On measures to create favorable conditions for the development of the IT industry in Ukraine’.

The Cabinet of Ministers of Ukraine within three months period shall perform actions with a view to realization of Ukraine’s investment potential in the field of information technology, as follows:

  1. come up with legislative initiatives to determine the criteria for an enterprise to be considered an IT development company and:
  • establish optimal taxation of wages of employees engaged in IT activities to ascertain effective level of tax burden, meanwhile, de-shadowing salary payments and increasing competitiveness of domestic IT companies in the foreign market;
  • liberalize labour relations between IT companies and IT professionals;
  • prevent arbitrary interference of state authorities in the activities of IT companies in the course of criminal proceedings;

2) ensure the adoption of measures aimed at:

  • improvement of procedures for obtaining immigration permits by foreign and stateless IT specialists, as well as permits for employment of foreigners and stateless persons by Ukrainian IT companies;
  • development of education in the field of information technology and the integration of the best world practices into the system of training IT specialists in Ukraine to increase their competitiveness in the world market.
