CHANGES TO THE PROCEDURE FOR CUSTOMS DECLARATION OF SAMPLES

By the decision of the Board of the Eurasian Economic Commission No. 118 dated 13.09.2021 (came into force recently), amendments were made to the procedure for customs declaration of samples imported for obtaining certificates/declarations of conformity. In particular, declarations for such goods must contain special codes. Changes in the declaration of samples will affect all importers of goods subject to conformity assessment with technical regulations.

At first glance, the changes are of technical nature. Nevertheless, the practice of recent months shows that if they are not observed, importers may subsequently face problems in obtaining or using permissive documents, including their invalidation. The new approach allows regulatory authorities to track the import of samples for testing. In case of their incorrect declaration, the customs authorities may conclude that the samples were not imported and, consequently, the permissive documents were issued in violation of the established procedure.
