At present, licensing requirements exist for educational, medical, pharmaceutical, transport activities, only Russia-based companies being able to apply for a license. In accordance with the relevant bill prepared by the Ministry of economic development of Russia as part of the "Transformation of the business climate" plan, the right to receive a license may be extended to foreign companies acting through their branches duly accredited in Russia
